Avenues for donors to promote sexuality and gender justice
This policy briefing argues that addressing discrimination based on sexual orientation and gender identity matters both as a human rights issue and as a condition for reducing poverty and achieving sustainable development. It notes that donor agencies broadly agree on this, but that limited support, thin evidence of what works and hostility from many governments continue to make it difficult to incorporate these issues into development programming.
The briefing sets out where donors have room to act. It makes the case for investment in leadership, clear policies and staff training, effective coordination across agencies and sectors, and a stronger evidence base. It also examines how international human rights advocacy interacts with local movements, cautioning that approaches designed elsewhere can narrow rather than broaden the space for local organisations to pursue economic and social rights alongside legal reform.
