The DFAT Design and Monitoring, Evaluation and Learning (MEL) Standards set detailed expectations for key products across the investment cycle, including concept notes, theories of change, MEL plans, and evaluation terms of reference, plans and reports. Refreshed in 2023 alongside Australia's International Development Policy and Performance and Delivery Framework, the Standards apply across DFAT's whole program cycle from concept through to evaluation.
