This UN Women working paper examines how women leaders at national and subnational levels of government managed COVID-19 response and recovery during the pandemic's first 15 months. It finds women decision-makers placed a premium on effective leadership, rapid response and socially inclusive policies, and offers recommendations on ensuring women's continued participation in decision-making during crises.
