Excluded from the excluded: people with intellectual disabilities in (and out of) official development assistance

This report analyses how far people with intellectual disabilities and their families are included in official development assistance, and how far funders comply with the Convention on the Rights of Persons with Disabilities. It draws on OECD Development Assistance Committee Creditor Reporting System data to test what donor funding actually reaches this group.

It finds that the overwhelming majority of official development assistance funding, 99.8 per cent, did not include people with intellectual disabilities, and that more than a third of the funded projects that did include them were not compliant with the Convention, financing segregated education, sheltered employment and segregated service provision rather than inclusive alternatives. The report calls on donors to ensure that commitments to disability-inclusive development are met for people with intellectual disabilities, and to assess projects for compliance and seek guidance from organisations of people with disabilities.
