From evidence to action: six investment priorities for governments to end violence against women and girls

This paper from the Sexual Violence Research Initiative (SVRI), the World Bank Group and UN Women sets out six priorities to help governments direct limited resources towards what works to end violence against women and girls, while building the evidence still needed. It grades each approach as established, emerging or exploratory, and recommends matching the scale of government investment to the strength of the evidence: taking established approaches to scale through national systems, expanding emerging approaches carefully with built-in evaluation, and funding exploratory approaches only as monitored innovation.

The six priorities are: investing in sub-national prevalence data; building and enforcing comprehensive legal frameworks; strengthening survivor services, with first-line health responses the best supported; investing in prevention, particularly gender-transformative and women's empowerment approaches; using schools, health, social protection and parenting services to reach the whole population; and resourcing and protecting autonomous women's rights organisations to hold governments to account. For each, the paper summarises what the evidence shows, likely costs, practical steps governments can take now and remaining gaps, including on technology-facilitated gender-based violence. It closes with principles for investment and an at-a-glance table of evidence confidence.
