Gender-transformative social protection in crisis contexts: guidance note

This guidance note sets out design and implementation considerations for gender-responsive and gender-transformative social protection in crisis contexts. It consolidates existing evidence and short case studies into practical guidance for addressing gender inequalities through social protection systems and programmes.

Because crises deepen existing inequalities, the note identifies actions that can reverse and, over time, transform the disadvantages women and girls experience in these settings, covering programme design, targeting, delivery mechanisms, complementary services and links between humanitarian assistance and national systems. It is written primarily for social protection practitioners working in crisis contexts and humanitarian practitioners working on links with social protection, and is also useful for gender practitioners identifying instruments to promote gender equality in crisis settings.
