Building on CARE's Social Norms Analysis Plot (SNAP) framework and other established tools, this guidance note helps program implementers monitor shifts in social norms over the course of an intervention. It sets out signs of change to track, such as increases in people deviating from a norm and shifts in perceived social sanctions, and stresses the importance of meaningful community participation in interpreting norms data.
