Measurement of women's economic empowerment
This guidance note from the Work and Opportunities for Women helpdesk examines the gaps in current and historical measurement of women's economic empowerment, and identifies core indicators, principles and recommendations for measuring it effectively and consistently. It explains how to choose measurement criteria according to context and project type, and gives particular attention to women's access to and control over work and assets.
The note analyses international best practice in measuring women's economic empowerment and translates it into practical recommendations for programme teams, covering what to measure, how to avoid measuring only what is easy to count, and how to keep measurement comparable across projects and over time.
