How to monitor the effectiveness of safeguarding policy and practice against sexual exploitation, abuse and sexual harassment
This how-to note helps civil society organisations measure how effective their safeguarding policy and practice is against sexual exploitation, abuse and sexual harassment. It responds to a substantial evidence gap: organisations across the international aid sector are investing in prevention and response, but the absence of a consistent approach to monitoring and evaluating that work makes it hard to know what is actually working.
The note explains how to track change in prevention and response mechanisms and how to strengthen an organisation's overall approach, including building a safeguarding culture. It is accompanied by an indicator bank, supplied as a spreadsheet, offering a menu of indicators organisations can select from to gather feedback on their own safeguarding measures and those of their projects and programmes. The indicators were developed through a mapping of existing protection from sexual exploitation, abuse and harassment indices and checklists.
