This Pacific Women Lead guidance note helps partners collect and use disability data to enable and monitor inclusion. It explains the social model of disability used in the Convention on the Rights of Persons with Disabilities: disability arises not from impairment alone, but from the interaction between a person's impairment and the attitudinal, environmental and institutional barriers they face to participating in their community on an equal basis with others.
The note sets out how to identify and address those barriers through better data, and how disability data can be used to monitor whether programs are reaching people with disabilities.
