Queering atrocity prevention

This report examines the experiences of LGBTQI+ people as an important but underrepresented concern within atrocities research and within atrocity prevention policy and practice. It covers a range of atrocities, including hate crimes, dehumanising and fearmongering rhetoric, so-called corrective sexual violence, and mass identity-based violence.

It sets out the heightened risk of discrimination and violence many LGBTQI+ people face, drawing on examples from a range of countries and recent contexts, and traces how anti-LGBTQI+ rhetoric functions as an early warning sign of wider identity-based violence. The report then recommends how civil society organisations, states and donors can better recognise and respond to these risks, including in early warning systems, atrocity risk assessment and prevention programming.
