Refreshed Pacific Framework for the Rights of Persons with Disabilities
The Refreshed Pacific Framework for the Rights of Persons with Disabilities sets the regional strategic direction and collective commitment for advancing disability equity and human rights across the Pacific. It aligns with the Convention on the Rights of Persons with Disabilities (CRPD) and forms part of the regional architecture supporting the 2050 Strategy for the Blue Pacific Continent. It builds on the Pacific Regional Strategy on Disability 2010-2015 and the Pacific Framework for the Rights of Persons with Disabilities 2016-2025.
The framework identifies five priority change areas: sector and human rights strengthening; preconditions for disability inclusion; leadership and ownership; enabling environment; and knowledge and evidence. Each is supported by systems and people outcomes to be achieved through defined pathways, with transformative actions providing practical guidance for implementation. It centres the voices, lived experience and leadership of persons with disabilities and their representative organisations, and gives priority to those facing intersecting forms of discrimination, including women, children, older persons, people with psychosocial, intellectual or sensory disabilities, and communities in Smaller Island States and remote, rural and outer island settings. It is intended for shared implementation across governments, organisations of persons with disabilities, regional organisations, civil society and development partners.
