Part of the UN Women discussion paper series, this paper provides a state-of-the-evidence review of social norms change in gender and development, drawing on a scoping review of programmatic interventions and broader evidence on how social change happens. It examines what social norms are, how they change and are measured, and what role development organisations should play, highlighting feminist and women's movements as key agents of social norms change.
