Stronger systems for inclusive and sustainable WASH — shifting WASH systems through sector planning, monitoring and review

The third in Water for Women's systems strengthening learning note series, this note examines how sector planning, monitoring and review enables WASH systems to realise WASH rights and ensure no one is left behind.

It argues that beyond the outputs of planning, monitoring and review — plans, monitoring systems, data and progress reports — it is civil society organisations' engagement with other actors in these processes that transforms how systems function, driving structural, relational and attitudinal changes that improve the quality, inclusion and sustainability of WASH services.
