The second in Water for Women's systems strengthening learning note series, this note examines WASH financing as a critical building block of the WASH system, drawing on lessons from across the Fund's civil society organisation projects and seven detailed project case studies.

It shows that reaching the poorest and most marginalised users with affordable, sustainable services requires a contextually appropriate mix of public, private and household financing, and sets out four roles civil society organisations can play: convenors and intermediaries, technical WASH specialists, advocates, and innovators.
