Understanding backlash against gender equality: evidence, trends and policy responses

Almost 30 years after the Beijing Declaration and Platform for Action, anti-gender-equality movements have grown in strength and visibility. This report examines the latest wave of gender backlash, which threatens hard-won gains for women and girls and challenges the rights of LGBTIQ+ people, while also undermining human rights and democratic institutions more broadly.

Drawing together the latest research from academics and practitioners, the report sets out the evidence, trends and drivers of backlash and identifies policy responses. It is designed to help governments, multilateral organisations, civil society and researchers understand and counter opposition to gender equality.
